The Department of Agriculture (the Department) is proposing new rates of charge for a number of biosecurity services related to import permits, declarations and container clearances. The Department seeks to recover its full and efficient program expenditure. To recover this amount, an increase in total fee revenue of approximately 15% is required however it should be noted that this is the total required and not all fees will rise by that percentage.

Following consultation with industry 14 of the 32 fees in the Import Program has been identified for an increase. It is proposed that fee increases will take effect from 1 July 2014. Not all import clearance fees will need to increase, only fees that relate to the areas that are currently under recovering. These areas include permits, import declarations and containers.

Why review existing cost recovery arrangements

Australian Government Cost Recovery Policy and Guidelines are based on the premise that those who use Australian Government products or services, or create the need for regulation, should bear the costs of delivering those products or services. The Quarantine Act 1908 and the Imported Food Control Act 1992 provide the department legislative authority to charge for the delivery of services in the program.

Fees in this program were last adjusted in July 2009, some five years ago. Since that time import activity has grown substantially and there have been changes in import patterns. To maintain Australia’s biosecurity status the department has shifted its operating model towards targeting high risk items through increased intelligence based interception and surveillance systems, rather than inspecting everything which crosses the border. This has led to a reduced volume for chargeable activities and the existing rates of charge are not sufficient to meet the full costs of services.

The Department is required under Government Cost Recovery Policy to recover the efficient costs of providing services. The Guidelines require stakeholder consultation and our primary method of consultation for Import clearance is through the Import Industry Finance Consultative Committee (IIFCC). The Committee accepts the principle of full cost recovery and that the proposed approach is the most efficient for collecting the amount the department has identified. A Cost Recovery Impact Statement (CRIS) will soon be available for all interested parties to comment. Comments and feedback can be sent to the Department at Cost Recovery.

  if I thought for a moment  that Shipping/Customs,DAFF and Quarantine fees and charges we are forced to pay where slightly Fair this would just be absorbed in other increased Business costs.
 The Difference is that the waste / corruption and charges that seem to be draw out of a hat are what the import system is,no value our efficiency.

Noticed that the last review of this change was 1 April 2014.  The date of review is as worrying as the review.  ::)
