G-day redbelly, I think you have found a Conglomerate of some sort.... On a host rock of Basalt?......

I think what you have on the outside is probably the same inside.

You might just put the specimen on the kitchen shelf as a nice reminder of the amazing processes of geological formation. How many hundreds of thousands of years passed before that basalt base lot got overlaid with conglomerate and how many more hundreds of thousands of years passed before that conglomerate got overlaid with sufficient pressure to basically make it a solid conglomerate.
