Complete Newbie here  so this might sound a bit dumb....but,

Do I need a permit to go panning or dredging in rivers in NSW, if so who gives out the permits.

Dont need a permit to go fossicking or panning for gold in NSW - you DO need permission from landholder to be there.  Dredging might be a different story as powered equipment is not allowed.

BUT, I am not an expert on gold prospecting so I am sure others will help out with more info.

EDITED TO ADD:  I think you do need a permit to fossick in State Forests (some or all ??).  I know the guys who go up to Oberon know more about this so hopefully they will fill you in.

Sorry but dredging is illegal in all states for fossickers.  Miners in Qld can dredge but have a lot of forms to jump through and a bond to post (last time I checked).

Permits for State Forests in NSW are issued by the individual regions ( ie 1 for each  )  It is called a Special Purposes Permit
